Scarlett met Michiko Shima in 2002, during her first trip to Japan to teach in Nagoya for the Brother Sewing Machine company. She kept up contact with Michiko, meeting with her in Paducah and Houston at the international quilt shows held in those locations. In July 2003, Scarlett organized a Celtic Quilt Exhibit at the studio of KIXE Channel 9 in Redding, California as a fund raiser for her local Public Television station. She invited quilters from the USA, England and Japan to send their Celtic quilts for this show. All the Celtic quilts and garments were taped for the Northstate Quilts 2004 program that aired on KIXE, which broadcasts in the nine northern counties of California. Scarlett is a Co-Producer of the Northstate Quilts TV series. Michiko came to Scarlett's Celtic Quilt Exhibit with her son Yuichiro as translator. She met with Scarlett and the Celtic Quilt show's featured artist, Philomena Durcan of Sunnyvale, California (now living in Portland, Oregon). This Celtic Quilt edition of the Northstate Quilts program was also aired in Japan, at the 2006 International Quilt Week held in Osaka, Japan, as part of Scarlett's Celtic Quilt Special Exhibit. Scarlett taught 2 workshops at IQW Osaka, did a Quilt Walk (live walkthrough of her special exhibit, describing her quilts) and she also taught a workshop at Michiko's quilt shop in Osaka after IQW ended. In October 2004, a quilter's retreat was planned by Laurie Short of Redding, California, for Michiko and 10 of her students. The Heart Circle Quilters, as this group of Japanese and American quilters became known, exchanged friendship blocks at a dinner held at the Holiday Inn in Redding, CA. Scarlett has her Japanese block and the American blocks, but hasn't put them together into a quilt top as of 2009. Three American quilters: Betty McFadyen, Babs Robinson and Bette Lee Collins, are known to have finished their friendship quilts and Scarlett does have pictures of their quilts on her website, on the pages about the Heart Circle Quilter's Retreat. Scarlett designed a large medallion version of the block pattern used for the friendship exchange and gave the pattern for it as a gift to all those quilters who participated in the swap. The block pattern used, with permission, for the friendship block exchange is the Heart Medallion block from "The Signature Quilt: Traditions, Techniques and The Signature Block Collection" by Pepper Cory & Susan McKelvey.

Scarlett was presented this quilt by her friend Michiko Shima of Osaka, Japan. It contains signatures from Michiko and 48 of her students. Eleven Japanese quilters came to Redding for the Heart Circle Quilter's retreat held in October 2004.
